Relena's part in this side story is very small, but the actions she takes are important for her character. The manga was drawn by the same artist as the series manga but is written by the TV series writer, Katsuhiko Chiba. Though this story is just another adaptation of what happened during the one year gap between the series and Endless Waltz, it could be considered fairly close to canon just because of the writer’s involvement.

The manga opens with Relena inspecting a manufacturing company that used to make mobile suits during the war. During her short visit, she tells her assistant that she can't force people to disarm and stop making weapons. It's something they need to make people understand, that there isn't any need for weapons.

Then when Heero and Duo sneak into the company's underground factory to destroy it, Relena can guess almost instatly that Heero probably has something to do with the attack.

When Relena is back at the ESUN headquarters in North America, she receives a phone call from Duo (whom she knows right away without any introductions) and he informs her that Heero has gone to Europe. After that, Relena calls Dorothy, who also lives in Europe.

When Relena comes to Dorothy's home, she is surprised to see Heero there as well. Through her visit there, she tries to help out Heero with uncovering information about Vulkanis, while Dorothy tries little by little to put Heero and Relena together as much as possible. While researching, Relena asks Heero if he would be willing to join the government's new "peace-watch organization," which Heero declines, not to Relena's surprise.

Before Heero leaves for space again with Wing ZERO, he and Relena have one last goodbye. Relena tells him that she's powerless and always relying on him, but Heero says that it's not the Gundams that will bring true peace, but people like her. Finally he says, "I'll be back when you need me." which Relena thanks him for as he walks off.

This final scene between Heero and Relena is also flashed back to in the Endless Waltz manga adaptation, when Relena thinks of Heero while on Earth with Mariemara. Though her character doesn't do much in growth, we are given a look at her ideas during this time and a little more insight on her relationship with Heero.
