Canada (Mathew Williams) is America twin brother. Thought its not stated which one is the "older twin," America seems to take the more assertive role as the older one. According to Himaruya's notes, Canada is:
Canada and America's relationship is a fairly good one. Thought Canada is less happy to hang around America all the time than his brother is. America is the only one who doesn't forget the other nation's name, but is just as guilty with not being able to see him from time to time.
When they were first introduced has young children, America was at first very interested and slightly confused over Canada as to why they shared the same face. Yet soon became bored and goes off to England saying that he his hungry.
The various strips in the Fly, Canada-san, Fly comics show a quite nice varity of the relationship that America and Canada seem to share. In "Complaining Canada-san," Canada runs off to America to complain to him about being the one to cause him so much trouble because of his actions. Canada soon backs out when he sees America holding a chainsaw, slightly scared that America will lash out on him if he does speak his mind at that point. Only America is oblivious to his fears, only saying he had been unable to hear what Canada was saying because of the chainsaw. Yet, later in the strips during, "Canada-san and the Quarrel with America", America takes Canada's open criticism fairly hard and gets seemingly depressed over his brother's thoughts.
Its obvious that America gives Canada much grief because he's constantly mistaken for America, many nations (Cuba in particular) end up taking their anger out on Canada over the annoyances America creates for them. Because of this, Canada does hold some animosity towards the oblivious America, and has a lot of pent up anger but because of his personality isn't able to easily express it.
When the two brothers aren't fighting or being careless of each others thoughts and feelings, they get along well like most siblings. America does seem to care about his brother and what he thinks of him, but in typical American fashion, he does let his ego and own feelings over power Canada. During the Magnificent Canada Traveler’s Journal comics in the first graphic novel, America is busy reading a traveler's journal about Canada, almost forgetting about his brother all together, only to be shocked in the final panel that Canada has been there the whole time. Canada just smiles and thinks nothing of it in response, probably already very used to his brother's mindless actions. It seems less like they're friends but relatives that have no other choice but to love and care about each other even if they piss one another off.
